Initiated by the International Agency for Science and Technology Development (IASTD), a U.S. legal entity, WAAS is registered as a legally filed non-profit corporate institution in accordance with the laws of the State of Washington, U.S.A., with independent civil subject qualifications. Its registration information is verifiable via the official system of the Washington State Secretary of State. All institutional qualification documents have been fully filed and authenticated with a Hague Apostille, ensuring legal validity across borders.

WAAS wholly owns its Chinese research platform, Shinong Linghang Technology R&D (Beijing) Co., Ltd., an independent and legally registered Chinese corporate entity. All its businesses conducted in China, including scientific research cooperation, academic exchanges and technology transformation, strictly comply with Chinese laws and regulations. All operational procedures are duly filed and fully traceable in accordance with the law.

II. Global Compliant Operations in Strict Compliance with Local Laws

All regional research centers and cooperative sites of WAAS worldwide operate in strict accordance with local laws and industrial norms. Its core businesses cover public welfare and scientific research fields including fundamental agricultural research, food security research, ecological agricultural technology R&D and promotion, and international academic exchanges, always adhering to the bottom line of legal and compliant operation.

WAAS strictly prohibits itself and any third-party authorized partners from engaging in illegal profit-making, unauthorized certification, qualification sales, irregular authorization and other non-compliant acts. Complete filing documents and project accounts are retained for all cross-border cooperation projects to accept inspections and supervision from all parties.

III. Transparent Charging System Adhering to Non-Profit and Public Welfare Orientation

As a non-profit scientific research institution, WAAS prioritizes public welfare and strictly distinguishes between public welfare services and market-oriented supporting services, with open, transparent and rule-based charging standards.

All academic exchanges, agricultural science popularization, public welfare technical lectures and assistance services of the Academy are permanently free of charge. Reasonable cost fees are only charged for value-added services such as customized scientific research surveys, special project consultations and exclusive technology implementation support, which are exclusively used to cover actual expenditures including research consumables, staff labor costs and base operation and maintenance expenses, with no profit-making nature whatsoever.

The Academy strictly forbids any branch institution, cooperative partner or individual to charge unauthorized fees such as title certification fees, qualification authorization fees and high membership fees in the name of WAAS. Any act of selling qualifications or seeking improper interests by third parties under the pretext of WAAS is irrelevant to the Academy, and WAAS shall not bear any joint and several liabilities therefor.

IV. Open Qualification Verification Channels for Full Social Supervision

WAAS opens official qualification verification channels. All sectors of society may apply through designated official channels to verify the Academy's corporate qualifications, notarized documents, authorization credentials and charging standards. The Academy will provide authoritative verification materials in accordance with regulations.

For any entity that seeks improper profits by impersonating WAAS, fabricates false information or defames the Academy's reputation, WAAS will collect and fix infringement evidence and take legal measures including issuing lawyer's letters and filing civil lawsuits to firmly safeguard its legitimate rights, interests and credibility as an international scientific research institution.
